Kerry's Astonishing Offer to Iran

In the first debate, John Kerry made an astonishing offer to Iran:

"I think the United States should have offered the opportunity to provide the nuclear fuel, test them, see whether or not they were actually looking for it for peaceful purposes." This is like offering a serial killer a gun to see if he can be trusted with it.

Amazingly the EU wants Bush to try the plan. Has the entire world lost its mind?
