Following the receipt of the European Union's critical letter to the regime, Commander Saffari, the head of the Revolutionary Guard's Navy openly threatened terrorism he said "If the Americans and Europeans are not judicious and act disrespectfully, overstepping their boundaries, 'the people' wouldn’t for a moment, hesitate to chop off that [overstepping] leg; 'the people' are in fact quite ready for all kinds of sacrifices in order to safeguard their blessings."

He continued, "Foreigners need to be aware that if 'the people' get the slightest feeling of being insulted, they will forcefully insult the enemy back; if our enemies search their memories, they will recall what outstanding experience we have in humiliating the audacious and the bossy.”
