US commander warns Iran, others not to underestimate US military power

Iranian leaders feel the US is too preoccupied in Iraq to pose Iran any threat any time soon. For instance, Revolutionary Guards Commander Yahya Rahim Safavi said:
"The ship of (US President George W) Bush's Middle East policy has run aground in Iraq. I don't feel any danger from them," he said in answer to a question about the possibility of a US attack on Iran.
I have heard unconfirmed reports that Iran has placed 250,000 troops near the Iran/Iraq border. As I have reported previously Iran appears to be prepared to act against the US in Iraq very soon.

In response to statements like Safavi's and others General John Abizaid, the commander of US forces in the Middle East made it clear today that Iran should not underestimate the power of the US military:
"...you should never underestimate the air and naval power of the United States," ...

"Why the Iranians would want to move against us in an overt manner that would cause us to use our air or naval power against them would be beyond me. We have an incredible amount of power," ...

Options under discussion range from extending tours of duty of more soldiers, speeding the arrival of others already scheduled to deploy to Iraq earlier next year, to bringing in extra troops from Europe or the United States for a short period. more

EU Warns Iran to Agree Nuclear Deal by Monday

The EU diplomats are running out of patience with Iran:
``The Iranians were told that if there's no deal by Monday, they (the EU) would no longer block a referral to the U.N. Security Council when the (U.N. nuclear watchdog) reconvenes,'' a Western diplomat told Reuters. The Security Council has the power to impose economic sanctions. ...

One problem is that the Europeans want the freeze, once implemented, to be transformed into a termination of Tehran's enrichment program. In exchange, the EU is prepared to offer Iran a package of political and economic incentives.

But the Iranians reject a termination of the program, calling enrichment a ``sovereign right'' they will never abandon.

Western diplomats said the warning that Iran had agreed to a deal by Monday was an expression of their frustration with the talks, which one diplomat said were ``going nowhere.'' more

Iran: Nuclear resolution unacceptable - CNN

Iran's Foreign Minister Kamal Kharrazi dashed the hopes of the EU diplomats working frantically to resolve the crisis in their "agreement" with Iran.
"There has been a good deal of changes in the draft resolution, but still, there are points that are not acceptable to the Islamic Republic of Iran, and run contrary to the Paris agreement," Kharrazi said, according to IRNA.

Kharrazi also rejected reports from Vienna that Iran agreed to give up the use of 20 centrifuges as part of a plan to freeze its nuclear program entirely. more
I wonder why they are insisting on keeping those 20 centrifuges running?

Iran's Secret Nuclear Tunnel - Der Spiegel

Germany's major news magazine is reporting that:
it had obtained documents from an unnamed intelligence agency showing that Iran had dug a secret tunnel near an Isfahan facility preparing raw uranium for enrichment, even though operations there had been stopped. ...

Der Spiegel, in an advance release of a report due to appear on Monday, said the secret underground facility near Isfahan could soon be ready to produce large amounts of uranium hexafluoride gas (UF6). Centrifuges that spin at supersonic speed can produce enriched uranium from UF6.

The magazine said that according to the intelligence documents, Iran's Supreme Leader Ayatollah Ali Khamenei personally issued a directive at the start of October to build the secret tunnel. more

Iran: Saudi Arabia has nukes

Many have long feared that Pakistan may have armed several Middle Eastern nations with nuclear weapons. Now Iran accuses Saudi Arabia of being a nuclear state:
A leading Iranian scientist and member of the nation's nuclear community has reported that Saudi Arabia joined the world's nuclear club. Teheran University Professor Abu Mohammad Asgarkhani said in an address on Nov. 9 that Iran required a nuclear weapon in wake of the acquisition of atomic bombs by neighboring Pakistan and Saudi Arabia. more

Iran still refusing to turn off it's last 20 centrifuges

As I pointed out previously, Iran needs to maintain a few centrifuges in order to mask their undeclared uranium enrichment program. Yesterday, the main stream media was reporting that Iran had agreed to shut down all their centrifuges, including twenty used for "research and development."

But today, Reuters is reporting:
Iranian and European Union officials on Saturday were unable to reach an agreement with Iran on freezing the country's uranium enrichment program, because Iran refuses to retract its demand to continue operating 20 centrifuges for uranium enrichment more

Iran Says Still Wants to Revise EU Nuclear Deal

I still don't understand how the EU can argue they have an "agreement" with Iran when it has never been finalized. The Iranian are making the Europeans crazy. For instance:
One diplomat had said Iran would confirm in writing to Mohamed ElBaradei, chief of the U.N. nuclear watchdog, that it would drop its demand for exemptions from the accord.

But Kharrazi denied this, saying only "There is no talk of a written guarantee."

Diplomats say Iran's attempts to revise the deal struck with London, Paris and Berlin was infuriating both the EU, which is offering Tehran a package of economic incentives in exchange, and Washington which is adamant Iran is seeking nuclear arms. more

Rep. Leach Says Military Action Against Iran Would Be Unwise

The Republican Congressman from Iowa understands the problems of military action against Iran but makes the common mistake of advocating dialogue with the Mullahs of Iran. Regarding a military strike on Iran:
It would complicate U.S. efforts to stabilize Iraq. "Any strike on Iran would be expected to immediately precipitate a violent reaction in the Shi'a part of Iraq, where the U.S. has some support today. With ease, Iranian influence on the majority Shi'a of Iraq could make our ability to constructively influence the direction of change in Iraq near hopeless," Leach said.

It would increase the likelihood of future terrorist operations against the United States. "If there exists today something like a one-in-three chance of another 9/11-type incident or set of incidents in the U.S. in the next few years, a preemptive strike against Iran must be assumed to increase the prospect to two-in-three," Leach said.

It would tempt Iran to destabilize the global economy by restricting its oil exports.
"And Iran, far more than Osama bin-Laden, has within its power the ability not only to destabilize world politics, but world economies as well. Oil is, after all, the grease of economic activity, and a devastating Iranian-led cutback in supply cannot be ruled out," Leach said.

In place of military action, Leach argued that diplomatic and trade incentives should be used to encourage a dialogue with Iran. more
His arguements are weak but more importantly, he misses the option of supporting a regime change in Iran. He is half way there, contact him and encourge him to reconsider.

Iranians Retain Plutonium Plan in Nuclear Deal - NY Times

The EU "agreement" leaves Iran free to pursue its plutonium weapons program. To produce plutonium Iran needs a heavy water reactor and plutonium is the preferred method used to create a compact nuclear warhead.

Iran is constructing such a plant at Arak where they are developing a 40-megawatt reactor.
"This is an obvious omission," James R. Schlesinger, a former energy secretary and secretary of defense, said in an interview. "A heavy water reactor of 40 megawatts is likely to have one significant purpose - the production of plutonium for nuclear weapons. ...

Gary Milhollin, director of the Wisconsin Project on Nuclear Arms Control, a Washington research group that tracks atomic materials, noted that heavy water reactors in Israel, India and Pakistan all made plutonium for nuclear warheads.

"If you look around the world at heavy water reactors of this size, virtually all of them have been used to make bombs," Mr. Milhollin said. "It doesn't make sense," he said of the accord. "You're cutting off one path to the bomb but leaving another open." more

Iran and Europe Negotiate to Try to Save Nuclear Agreement

The Iranians continue to push for more concessions from the EU. Here are a few excerpts of the NY Times report from Vienna:
Iran and its European partners struggled Friday to salvage their agreement committing Tehran to freeze an important part of its nuclear program, European and Iranian officials said. But the two sides were so far apart that their talks were put off until Monday....

The International Atomic Energy Agency, the United Nations body responsible for monitoring nuclear activities, says it is awaiting a formal letter from Tehran pledging not to operate the centrifuges before the agency certifies that Iran's suspension of its uranium enrichment programs is complete. Only then will the agency's 35-country governing board pass a resolution stating that Iran is cooperating.

On Friday, Iranian and agency officials were negotiating a face-saving compromise under which Iran would switch off the 20 centrifuges but not allow them to be physically sealed by the I.A.E.A. Rather, the idea would be to put them under camera surveillance. more

Why Iran must to shut down its last 20 centrifuges - DoctorZin

Yesterday, the IAEA attempted to shut down 20 centrifuges in Iran that were part of their "agreement" with the EU and the Iranians refused. Reuters reports:
"IAEA inspectors ran into problems on Wednesday when Iran refused to let them seal the 20 centrifuges to put them out of use."
The failure of Iran to shut down their uranium enrichment program is a clear violation of the “agreement” that they made with the EU earlier in the week. It is a bold step that can lead to Iran to being referred to the UN Security Council for sanctions.

So why would Iran refuse to come into compliance when they have so much to lose, if they are only for experimental purposes as claimed?

I asked John Loftus (a Fox News intelligence correspondent and director of IntelCon). His answer has been confirmed by other experts on Iran. He claims that uranium enrichment centrifuges, which run at supersonic speeds, emit a unique “sound” that our intelligence satellites can detect. He believes that Iran is aware of this capability of US intelligence.

If Iran has an “undeclared” centrifuge program as many claim, then Iran needs a few centrifuges to be permitted to stay in operation to mask this larger program they have in operation. Once Iran declares that all enrichment has ceased US intelligence would be “hear” the undeclared centrifuges and thus be able to prove their deception. Therefore Iran cannot shut down all their centrifuges.

That the US is aware of this undeclared program would help explain why earlier this week Secretary of State Colin Powell made a public announcement of alarm at Iran's development of a unique version of its Shehab 3 missile system designed only to carry a nuclear warhead.

Iran has no need for such a missile unless it has a nuclear program and one that is far more advanced than most experts had anticipated.

The news of Iran's quest for nuclear technology must be understood in light of their statements as to how they would use the technology.

December 14, 2001, Mr. Hashemi-Rafsanjani, who, as the Chairman of the Assembly to Discern the Interests of the State and is the Islamic Republic’s number two man after Ayatollah Ali Khameneh’i, said
"If a day comes when the world of Islam is duly equipped with the arms Israel has in possession, the strategy of colonialism would face a stalemate because application of an atomic bomb would not leave any thing in Israel but the same thing would just produce damages in the Muslim world."
But why would the Iranians risk so much at this time?

First it is important to know that, according to the Jerusalem Post, Iran's supreme leader Khamenei has already declared war against the US back in July:
"We are at war with the enemy," Iran's Supreme Guide Ali Khamenehi told a meeting of mullahs in the city of Hamadan, west of Teheran, last Monday. "The central battlefield [of this war] is Iraq."
It has also been reported by Bill Gertz on WorldNetDaily.com that Iran's Supreme leader Khamenei has demanded of his nuclear development staff to have two functional nuclear weapons by January of 2005:
"Iranian leader Ayatollah Ali Khamenei has urged his country's weapons developers to step up work on making a nuclear bomb, a U.S. official said, according to Geostrategy-Direct, the global intelligence news service.

According to the official, an authoritative source in the Iranian exile community has stated that Khamenei met recently with senior government and military leaders on the nuclear weapons program.

Khamenei told the gathering, "We must have two bombs ready to go in January or you are not Muslims," the official said."
Why the January deadline?

I have been reporting for sometime that Iran cannot permit Iraq to have democratic elections. If Iraq has free elections the pressure on Iran to have “open and free elections” (something they do not currently have) will be huge and has the potential of encouraging massive internal opposition to demand the same thing in Iran.

Lately things have not been going well for Iran's insurgents in Iraq and they may feel that they have no choice but to launch their own preemptive strike on US interests in the region.

Iran has already declared its own preemptive strike doctrine, according to ABC News Online:
Iranian Defence Minister Ali Shamkhani has warned that Iran might launch a preemptive strike against US forces in the region to prevent an attack on its nuclear facilities. ABC News reported:

"We will not sit [with arms folded] to wait for what others will do to us," Mr Shamkhani told Al Jazeera television when asked if Iran would respond to an American attack on its nuclear facilities.

"Some military commanders in Iran are convinced that preventive operations which the Americans talk about are not their monopoly.

"America is not the only one present in the region. We are also present, from Khost to Kandahar in Afghanistan; we are present in the Gulf and we can be present in Iraq.

"The US military presence [in Iraq] will not become an element of strength [for Washington] at our expense. The opposite is true, because their forces would turn into a hostage" in Iranian hands in the event of an attack, he said.
Iran can attack US interests preemptively and make the case that it was an act of self defense.

So how are things likely to play out?

The EU will have to display uncommon courage to maintain their hard-line position with Iran as the price may prove too great. According to IranMania:
A top aide to Iran's supreme leader declared on Monday that Tehran did not fear being taken to the Security Council over its nuclear programme and warned that if the UN imposed an oil embargo world prices would go above $100 a barrel. ...

Questioned about a possible UN embargo on Tehran's oil exports, the former parliamentary speaker said: "The big loser will be them, not us.

"If an oil embargo is slapped on Iran, the price of oil will exceed US $100 per barrel, with a potential to paralyse the West's economy."
The EU imports 8% of its oil from Iran and has 90 days of oil reserves, according to EUBusiness compared to the US which imports no oil from Iran and has 150+ days of oil reserves.

Therefore, the US can afford the fallout from an embargo of Iran while the EU will be in a much more difficult situation.

The EU may cave into Iran's demand and thus permit Iran to continue with its nuclear weapons program. If it does, this will force the US to create a coalition of the willing to take action to prevent Iran's program. The most likely scenario is an embargo of Iranian oil. The US Navy can stop all Iranian oil shipments out of the Persian Gulf.

But Iran has plans for this contingency. According to MEMRI, Hassan Abbassi, one of Iran’s Supreme Leader’s security counselors has been quoted as saying:
If America attacks us, don’t worry at all. It won't be like what you've seen in Afghanistan and in Iraq. In Southern Iran we have a 2000 km coast and 36 islands. The average depth of the Persian Gulf is between 45-50 meters. The Deepest spot there is 94 meters deep between the islands of Abu Musa and Tonb. This is a very suitable spot for maritime guerrilla warfare. Our special forces are definitely ready for action there.

Through the Straits of Hormuz, 67% of the world's total energy passes. You must know this. Imagine I'm gone abd, God willing, you want to face America. Take a tanker to the Straits Of Hormuz and sink it there. The tanker won't sink because the water is shallow there – about 50 meters. The tanker itself is 55 meters high, and when it will lie on the surface, half of it will protrude. It will take five months until it will be salvaged. A rise in oil prices, as you have seen, causes the West fever. These are the weaknesses.
And his attacks are not limited to ships in the Persian Gulf, he has also said:
There are 29 sensitive sites in the U.S. and in the West. We have already spied on these sites and we know how we are going to attack them.'
We must take these threats seriously.

None of our options are great, but our best options require the support of the EU and ultimately the UN. This would explain why the US is continuing to support the EU's efforts even though the EU is slowly caving into Iran's demands.

What else can the US do?

Military strikes against Iran are a poor option. As I already pointed out, Iran may act preemptively against US forces.

At best military action on Iran’s nuclear sites it will slow down their program but not end it.

But military strikes will likely have the unfortunate effect of unifying the Iranian people against us. While the Iranian people are largely pro American they are even more pro Iranian. The deaths of Iranians at the hands of the US will likely push the people of Iran back into the hands of the Mullahs they hate. This would be disastrous.

Instead, we can support a regime change in Iran.

This will not likely become a priority of the US unless the EU agreement fails. But if it does, we need to make regime change in Iran US policy and aggressively, publicly and clearly support a popular revolt against the Iranian regime. The people of Iran have replaced their leaders before and can do it again. Unfortunately the Iranian people have been disheartened by the confusing messages coming out of the US administration.

With Condi Rice as our new Secretary of State we can expect these confusing signals to the Iranian people to cease. The people of Iran have been waiting a very long time for our clear and uncompromising support.

But the Iranian people witnessed US failure to support a similar call for regime change in Iraq a few years ago, where untold numbers of Iraqi's lost their lives acting on this call by the senior President Bush.

So we need to not only call for regime change but make clear what kind of support the US will give the Iranian people and what we will not.

The US administration needs to release its long awaited "Iran policy." The sooner we do so the sooner the people of Iran can act.

January is coming soon. Let's hope we act before it's too late.

Iran Wants to Amend Nuclear Freeze, EU Says 'No' - NY Times

In a major development, it is being reported that the EU is rejecting Iran's request for changes in their "agreement." The IAEA is meeting in a few hours, we shall know then how much "chutzpah" Iran has. I bet they have alot.
One Western diplomat said the request amounted to Iranian ``chutzpah'' before a meeting on Thursday of the U.N.'s nuclear watchdog, the International Atomic Energy Agency, which is investigating whether Iran has a secret nuclear arms program.

Another said it was a clear message that Tehran had no intention of ending work on producing fuel, an activity that the United States believes will enable Iran to make nuclear arms.

The request followed an Iranian pledge to France, Britain and Germany last week that it would suspend its entire uranium enrichment program and all related activities in a bid to avoid possible economic sanctions by the U.N. Security Council.

``The Iranians asked to be allowed to continue conducting research and development with centrifuges during the freeze, but the Europeans told them, 'No',''

CIA Details Iran's Nuke Activity - Fox News

The annual report submitted to Congress reveals that Iran continues to pursue a nuclear weapons program.
The CIA reports that Iran received significant help in pursuing its nuclear ambitions from Pakistani scientist A.Q. Khan, the father of Pakistan's nuclear program. The agency says Khan's network provided Iran with nuclear enrichment technology, complete with designs for "Pakistan's old centrifuges, as well as designs for more advanced and efficient models and components."

The report, which appears on the CIA's Web site, does not say if Khan's network sold plans for nuclear warheads to Iran. more

Pentagon officials have drafted a secret order telling U.S. Special Forces to be prepared to conduct clandestine operations against terror groups, many with ties to al Qaeda in the Middle East and Asia, according to military and civilian officials.

Clarifying and Strengthening The Iran-European Nuclear Accord - The Washington Institute for Near East Policy

An interesting analysis of the IAEA's investigation into Iran's nuclear program:
The November 15 IAEA report about Iran (GOV/2004/83) once again documents the impressive technical expertise and dogged determination of the IAEA staff in ferreting out Iran's nuclear activities. But the IAEA report can lead to two very different policy conclusions depending on what criteria are used to judge a country's proliferation record.

The test that IAEA directors general and board have generally favored is cooperation with the IAEA. Since the November 15 report says Iran's cooperation has dramatically improved and there remain only two "important issues relevant to the Agency's investigation in order to provide assurance there are no undeclared enrichment activities in Iran," the IAEA staff may within a few months report that the Iran file has been resolved. The problem with this approach is that Iran may be cooperating in order to learn from inspectors' questions what are the critical technologies for a nuclear bomb. And Iran's seeming cooperation may simply mean that Iran is learning how to better conceal, by watching how the IAEA unraveled Iran's earlier erroneous statements.

The alternative test is whether Iran has complied with its obligations. Here the answer is clearly no. more

Powell had more than a chat

Secretary of State, Colin Powell had more than a dinner chat with Mullahs, he stuck his foot in his mouth.
Asked if the United States could one day consider restoring ties with Iran, Powell, a sometimes lonesome dove in Bush's cabinet, said: "In due course."

"It is not in the best interests of international relations for there to be permanent enmity or animosity between two states," he said in an interview with U.S. television network ABC.

What Iranians Want The U.S. to Do

Mohammad Parvin, director of the Mission for Establishment of Human Rights in Iran (MEHR, reflects the feeling off many Iranians when he asks us to speak clearly with one voice to the Iranian people:
that the U.S. government does not recognize the Islamic Regime as Iranians’ representatives, and that they refrain from establishing friendly relations with such abusers of the Iranian people. This support should be manifested in certain actions and not stop at words.

We expect the U.S. not to help this terrorist regime and not to legitimize it regardless of the promised compliance with curbing of nuclear activities. We expect a rigid sanction against IRI - not a phony type that we have witnessed during the past years, and not of the type that would exclude Halliburton, GE and more than 200 other American companies - we expect a genuine and real one.

We expect the U.S. to reduce its diplomatic relations with the Islamic Regime to the lowest possible level. This regime is not the representative of the Iranian people, and we challenge those who think otherwise by an internationally monitored referendum. more

US seeking "automatic trigger" in Agreement

ABC is reporting that the US is seeking an "automatic trigger" in the EU's "agreement" with Iran regarding its nuclear enrichment program.
France, Britain and Germany, who spearheaded an EU offer of incentives if Iran halted its uranium enrichment program, circulated a draft resolution that diplomats at the United Nations said was unacceptable to both Washington and Tehran.

The Americans see it as too weak and want to include an "automatic trigger"
which makes it clear that resuming any activities related to enrichment — a process of purifying uranium to fuel power plants or make weapons — would spark a referral to the U.N. Security Council and possibly sanctions. ...

"The Europeans will not allow this," said a Western diplomat close to the backroom talks on the text. "There is an agreement (the EU has) with Iran that must be kept." more

How long will the world ignore the Iranian threat?
In August, Iran released photos of a new version of its Shihab missile that had a baby-bottle design, as opposed to the usual cone shape.

The design apparently was drawn from Soviet era ICBM nuclear missiles, said Patrick Clawson, an Iran expert at the Washington Institute for Near East Policy, since a nuclear device fits better in a baby-bottle shape.
Why would the Iranians allow the release of those pictures?

Chatting with the Mullahs

Those opposed to dialogue with the Mullahs of Iran can rest better. Powell did not meet with the Mullahs at the Red Sea resort of Sharm el-Sheikh. He just had a chat over dinner.

Apparently dining with the enemy should not be construed to mean that we are abandoning the Iranian opposition who have been pleading with us not to cut a deal with the Mullahs of Iran.

The EU in Denial

Interested in the European view of the Iran crisis? Read Why America has got it so wrong on Iran.

Just as in the cold war, they are once again in denial regarding the threats against western civilization. In their view, our entire war on terror has been a failure.

But what choice do they have? They are dependent on Iranian oil for their economy and don't have the military strength to deal with such threats conventionally.

A more cynical view might conclude that it is in Europe's best interest to see us fail in our Middle East efforts. Iran is France's largest Middle Eastern trading partner. Most of Europe has much to lose from a regime change in Iran, as does Russia and China.

It looks as if the US may have to deal with Iran on its own.

Diplomats had said the day before that Iran had told the International Atomic Energy Agency that it was racing to produce uranium hexafluoride, a gas that can be enriched into bomb fuel, before it begins to observe the temporary suspension of nuclear activity that it negotiated with the Europeans. ...

Mr. Bush's quickness to seize on the Iranian production of uranium hexafluoride was driven, administration officials said, by a sense among his national security aides that there is still time to stop Iran from actually producing a weapon. "We're past that point with North Korea," one senior adviser said recently. "With the North, it's a question of unwinding what's already happened." ...

Iran's intentions are unclear. If it is truly suspending the production of all nuclear fuel, it is unclear why it would work so quickly to finish production of the raw material that is fed into centrifuges and enriched. At low enrichment levels, the fuel could be used to produce nuclear power; at high enrichment levels, it could make the core of a bomb. more
